LUXEMBOURG – France and Britain urged their NATO allies, including the United States, to step up the campaign Tuesday against Moammar Gadhafi‘s forces, exposing a major faultline in the military alliance after three weeks of airstrikes have failed to oust the Libyan leader.
Paris lamented the limited U.S. military role in Libya and chided Germany for its lack of involvement. In a dire analysis, France’s defense minister acknowledged that without full American participation in the combat operation, the West probably can’t stop Gadhafi’s attacks on besieged rebel cities.
A top NATO general retorted that the alliance was “doing a great job.”
French Foreign Minister Alain Juppe shredded NATO’s united front, saying its actions were “not enough” to ease the pressure on Libya’s rebel-held city of Misrata, which has been subjected to weeks of bombardment by forces loyal to Gadhafi.

BENGHAZI, Libya (Reuters) – Libyan rebels have sent a request for weapons they need to countries that have recognized their national council as the sole representative of Libya, a spokesman said on Tuesday.
“We have submitted a list of military and technical equipment we need,” Abdel Hafiz Ghoga, official spokesman for the council, told reporters in the rebel stronghold of Benghazi.
Asked which countries the rebels were asking for weapons, Ghoga said: “Obviously we’ve been asking the countries that have already recognized the national transitional council as the sole representative for Libya.”

The operators of the San Onofre nuclear power plant are starting a drill Tuesday to test the ability of the facility and local, state and federal agencies to respond to a radiological emergency.
The three-day exercise by Southern California Edison will simulate a radioactive release from the plant into surrounding communities, said Tina Walker, a spokeswoman for the California Emergency Management Agency.
Nuclear emergency sirens will sound during the drill, which will be overseen and evaluated by state and federal disaster officials, she said.

Hosni Mubarak, the former Egyptian president, has been hospitalised at the Red Sea port of Sharm el-Sheikh, where he has been staying since he was ousted from power by a popular uprising on February 11.

“He has been under house arrest in Sharm el-Sheikh ever since he was ousted from power. We are still not sure of what condition he is in, but the former president has been complaining that he’s been unwell for some time now,” reported Zeina Khodr, Al Jazeera’s correspondent in Cairo, on Tuesday.
Egyptian security officials told the Associated Press news agency that Mubarak arrived under heavy police protection at the hospital, which was being picketed by pro-democracy activists.

WASHINGTON—A deal to keep the U.S. government funded for the remainder of fiscal 2011 contains large budget cuts for high-speed rail projects and the Environmental Protection Agency and leaves almost no program immune from the largest spending reductions in the country’s history.
The details of a plan to reduce spending by almost $39 billion from previous levels were posted early Tuesday morning, just days before the House of Representatives and the U.S. Senate take up the measure. Congress must act in order to keep the government running beyond Thursday, when the latest interim spending measure expires. The fiscal year 2011 ends Sept. 30.

April 12 (Reuters) – The operator of Japan’s crippled Fukushima Daiichi nuclear power plant said on Tuesday that they are concerned that the radiation leakage could eventually exceed that of the 1986 Chernobyl nuclear disaster.
“The radiation leak has not stopped completely and our concern is that it could eventually exceed Chernobyl,” an official from operator Tokyo Electric and Power told reporters on Tuesday.

YEMEN’s embattled President Ali Abdullah Saleh has lost the backing of his closest Arab allies who have urged him to pass power to his vice- president to ensure the country’s “unity, safety and stability”.
The Gulf Co-operation Council (GCC) called for the transition of power to vice-president Abduraboo Mansur Hadi and the creation of an opposition-led national unity government, Abdel Latif al-Zayyani, secretary-general of the council, said in the Saudi capital Riyadh on Sunday. The group renewed its invitation to Mr Saleh’s government and Yemen’s opposition to hold council -brokered talks in Riyadh.

PARIS – A woman has been ticketed in a suburban Paris shopping center for wearing a face veil, in the first reported sanction under a new ban on the garments, police said Tuesday.
Another woman in another Paris suburb was stopped for wearing a veil, but was let go with a warning.
The inconsistent response illustrates the challenge for towns with a large Muslim community in enforcing a law that some view as Islamophobic.
Though such veils are very rare in France, many of the country’s at least 5 million Muslims see the ban as a stigma. Islam is France’s second-largest religion after Catholicism.

BRUSSELS — A NATO general is rejecting French criticism of the operation in Libya, saying the alliance is performing well and protecting civilians.
France‘s foreign minister said earlier Tuesday that NATO needed to do more to take out the heavy weaponry that has repeatedly checked the advances of opposition forces. Alain Juppe told France-Info radio, “NATO has to play its role in full.”
Dutch Brig. Gen. Mark Van Uhm says the alliance was successful in enforcing an arms embargo, patrolling a no fly zone and protecting civilians.
Van Uhm says, “I think with the assets we have, we’re doing a great job.”
