LUXEMBOURG – France and Britain urged their NATO allies, including the United States, to step up the campaign Tuesday against Moammar Gadhafi‘s forces, exposing a major faultline in the military alliance after three weeks of airstrikes have failed to oust the Libyan leader.
Paris lamented the limited U.S. military role in Libya and chided Germany for its lack of involvement. In a dire analysis, France’s defense minister acknowledged that without full American participation in the combat operation, the West probably can’t stop Gadhafi’s attacks on besieged rebel cities.
A top NATO general retorted that the alliance was “doing a great job.”
French Foreign Minister Alain Juppe shredded NATO’s united front, saying its actions were “not enough” to ease the pressure on Libya’s rebel-held city of Misrata, which has been subjected to weeks of bombardment by forces loyal to Gadhafi.

Last night, President Obama announced that the federal government will remain open for business because Americans from different beliefs came together, put politics aside, and met the expectations of the American people. Today, small businesses will no longer worry or have to wait on a loan to open or expand their business, families will receive the mortgages they applied for, and hundreds of thousands of government workers, including our brave men and women in uniform, will continue to receive paychecks on time.
This deal cuts spending by $78.5 billion from the President’s FY 2011 Budget request — the largest annual spending cut in our history. These are real cuts that will save taxpayers money and have a real impact. Many will be painful, and are to programs that we support, but the fiscal situation is such that we have to act.

HAVANA — A top Cuban official denounced on Saturday a Texas jury’s acquittal of a former CIA agent as a “shameful farce” that showed both the defendant and the U.S. government are liars.
In a telephone interview with The Associated Press, Cuban Parliament Chief Ricardo Alarcon was highly critical of the federal judge presiding over the three-month trial, Kathleen Cardone, saying she did not allow jurors to see evidence that would have persuaded them to find Luis Posada Carriles guilty.

WASHINGTON – A last minute budget deal, forged amid bluster and tough bargaining, averted an embarrassing federal shutdown and cut billions in spending — the first major test of the divided government voters ushered in five months ago.
Working late into the evening Friday, congressional and White House negotiators struck an agreement to pay for government operations through the end of September while trimming $38.5 billion in spending. Lawmakers then approved a days-long stopgap measure to keep the government running while the details of the new spending plan were written into legislation.
Actual approval of the deal would come in mid-week.
“Today Americans of different beliefs came together again,” President Barack Obama said from the White House Blue Room, a setting chosen to offer a clear view of the Washington Monument over his right shoulder.

Seventeen people were arrested after trying to storm the governor’s office in a third day of protests over state budget cuts Thursday.
In a prelude to what unions say will be a bigger rally today, a protest organized by the Service Employees International Union brought about 500 people to Olympia to call on lawmakers to end corporate tax exemptions before cutting state services.
Most protesters rallied in the Rotunda of the Legislative Building Thursday afternoon. Several were eventually arrested when they tried to push past Washington State Patrol officers guarding the governor’s office and refused to leave.
Protesters pushed against troopers stationed at the governor’s door shouting “let us in” and “we want the governor.”

From parents of kindergartners to office workers, the entire nation was gripped by concerns over “radioactive rain,” Thursday, when traces of radioactive material were detected in rainwater on Jeju Island.
The authorities went all out to allay public fears, but the detection, albeit minuscule, made people nervous as they braced themselves for rainfall nationwide. They went to schools and offices armed with umbrellas, raincoats and boots.
The Korea Institute of Nuclear Safety (KINS) said radioactive iodine and cesium were found in rainwater collected in the early morning at a checkpoint on the island. The concentration level of iodine-131 was 2.02 becquerels per liter (Bq/l), that of cesium-137, 0.538 Bq/l, and that of cesium-134, 0.333 Bq/l.

Federal employees are taking their concerns about a government shutdown to the streets this week in a series of rallies across the country.
Hundreds of federal workers from across the Midwest are expected to rally Thursday outside the main federal building in Chicago. Employees from the departments of Homeland Security, Housing and Urban Development, Labor and Veterans Affairs, the Environmental Protection Agency, Social Security Administration and Railroad Retirement Board are expected to join organizers from the American Federation of Government Employees, the nation’s largest federal worker union.

Despite the relatively high levels in the Aleutian Island community on March 19 and 20, state and federal health officials continued to say Tuesday that the amounts of radioactive byproducts were way too small to pose a health risk.
“It may be high relative to the other readings, but it is inconsequential,” said Bernd Jilly, director of the state’s health lab in Anchorage.
The EPA report, issued Monday, is based upon laboratory analyses of filters and charcoal canisters on the monitors, and only a handful of stations were reported among more than 100 in its network.
